ISO : Mobile Notifications with Google Cast info?

I’ve been trying to figure out how to send mobile devices notifications when the Google Cast info changes (my google cast is working fine). I have a few versions of code, nothing is working at all so not posting that code here so as not to get bad code in search results.

I’d like to send mobile notifications when these activities occur…

1. TV turns on or off
2. Media starts playing : name of Media and date/time stamp it started to play
