No scene entities for dimmer

I have the Minoston MS11Z dimmer switch. It is supposed to have scene support for 2 scenes. I’m using the OZW, which shows 2 scenes in the user values but they both say inactive and I can’t change it.

In Home Assistant, there aren’t any entities for the scenes.

Any clue how to get the scenes to appear?
